1. Tender conditions

The reconstruction project of Meicun-Zhuguan Highway on Meizhu Line (Y062) of Wan'an Township Road in this bidding project has been approved by Longyan Xinluo District Transportation Bureau with Longxin Jiaogong [2018] No.20, The owner of the project is Longyan Xinluo Town Construction Investment Co., Ltd., the construction funds come from higher-level subsidies and self-raising, and the tenderee is Longyan Xinluo Town Construction Investment Co., Ltd.. The project has met the bidding conditions, and now the construction of the project is subject to public bidding. This bidding adopts post-qualification examination.

2. Project overview and bidding scope

2.1 Construction site of the project: Xinluo County (city, district), Longyan City, Fujian Province.

2.2 Scale of the project: The whole section is constructed according to the Grade IV highway standard stipulated in the Technical Standard for Highway Engineering issued by the Ministry of Communications (JTGB01-2014). The designed driving speed is 20 km/h, the total length of the route is about 5.931 km (K0+000 ~ K5+931. 39), the subgrade width is 6.5 m, the pavement structure is cement concrete pavement, and the small bridge is 67.12 m The main project contents include: subgrade, pavement, bridge and culvert, safety facilities and embedded pipelines, etc. The investment amount is approximately RMB21 million (including 10% of the provisional amount).

2.3 Planned construction period of the project: The planned construction period of the project is 8 months, and the defect liability period is 24 months.

3. Qualification requirements of bidders

3.1 This tender requires bidders to meet the following conditions:

(1) It has the qualification of an independent legal person in China, and has the qualification of Grade III or above for general contracting of highway engineering construction (fill in with reference to Appendix 1 of mandatory qualification conditions); Have an effective enterprise safety production license;

(2) Bidder's performance conditions (briefly filled in with reference to Appendix 3 of Compulsory Qualification Conditions): Not required.

(3) Have corresponding construction ability in personnel, equipment and funds;

3.2 The consortium bid is not accepted in this tender.

3.3 Each bidder can bid for at most one bid section, but each bidder can only win one bid section in this project.

3.4 Affiliated enterprises with investment and shareholding relationship, Or parent-subsidiary companies with direct management and managed relationship, Or a subsidiary of the same parent company, Or two or more legal persons whose legal representatives are the same person (collectively referred to as affiliated enterprises above, However, the central enterprises directly supervised by the state-owned assets supervision and administration institution under the State Council do not belong to the "parent company" as stipulated in this article, and their first-level subsidiaries do not belong to affiliated enterprises, while their second-level subsidiaries belonging to the same subsidiary belong to affiliated enterprises) may not bid for the same bid section at the same time, otherwise the bid will be rejected.

3.5 Legal persons, other organizations or individuals who have an interest in the tenderee or the trading system development unit issuing this announcement and may affect the fairness of the tender, Shall not participate in bidding, The person in charge of the unit is the same person or different units with holding (including holding by legal representative) and management relationship (collectively referred to as affiliated enterprises above). However, the central enterprises directly supervised by the state-owned assets supervision and administration institution under the State Council do not belong to the "parent company" as stipulated in this Article, and their first-level subsidiaries do not belong to affiliated enterprises, while their second-level subsidiaries belonging to the same subsidiary belong to affiliated enterprises), and may not participate in the bidding of the same bid section.

3.6 The successful candidate shall not be the same legal person as the supervision unit that has won the bid in the same bid section, and belong to each other or belong to the same legal person. Otherwise, the tenderee has the right to cancel the qualification of the bid candidate (if this bid contains construction and supervision bids at the same time, the bidding order is construction and supervision bids in turn).

4. Acquisition of bidding documents

4.1 Anonymous bidding is adopted for this project. Anyone who intends to participate in the bidding should log in to the electronic trading platform of Yanshi Public Resource Trading Center (website: http://www.lyggzy.com.cn) and download the electronic bidding documents (including Bill of Quantities) and drawings before the bidding deadline. The electronic bidding documents of this bidding project are opened by using the new bidding document making software (Longyan Edition).

5. Submission of tender documents and related matters

5.1 No site survey will be organized in this tender.

5.2 No bidding preparatory meeting will be held for this tender.

5.3 Deadline for submission of bid documents (Beijing deadline for submission of bids, the same below) On May 4, 2018, at 08:00:00, the bid documents will be submitted online through the electronic trading platform of Longyan Public Resource Trading Center (website: http://www.lyggzy.com.cn). The cost of submitting bid documents online is 0 yuan/copy.

5.4 Electronic bidding is adopted for this project, and all bidders are requested to complete the submission of electronic bidding documents before the bidding deadline. The tenderee will not accept the bid documents uploaded successfully or not uploaded to the designated website within the time limit, and the decrypted bid documents that fail to sign in normally due to the bidder will not enter the evaluation procedure, and will be treated as invalid bids. In case of failure to open bids and evaluate bids on time due to power failure or other force majeure factors in the trading center, the bid opening date shall be rescheduled, and the specific bid opening time shall be notified separately after negotiation between the tenderee and the trading center.

At the time of bid opening, the project manager is not required to be present for this project.

5.5 The bidding documents shall include 1 commercial document and quotation documents of all bid sections that the bidder can meet the requirements of the bidding conditions.

5.6 After the bid evaluation, The bid quotation and performance submitted by the successful candidate, the names, personal performance and relevant certificate numbers of the project manager and technical director, As well as the names of bidders whose bids were rejected, the basis and reasons for rejection will be publicized on the electronic public service platform of public resources trading in Fujian Province and the portal websites such as Longyan Public Resources Trading Center Network.

The bid evaluation method adopted in this bidding project: reasonable low price method.
