3. Qualification requirements and review methods of bidders
3.1 The bidding project requires that the bidder must have a valid general contracting qualification for municipal public works not lower than Grade III and a Work Safety License for Construction Enterprises.
3.2. The bidder who intends to serve as the project leader of this bidding project (i.e. project manager, the same below) must have a valid qualification of not less than: Class II registered constructor of municipal public works (or temporary qualification of constructor), and have a valid certificate B of safety production assessment. (Items without qualification shall be subject to the regulations)
3.3. This bidding project does not accept consortium bidding. If the Tenderee accepts the consortium bidding, the Tenderer shall give priority to the leading enterprises in the construction industry in Fujian Province as the members of the consortium, and those who voluntarily form the consortium shall be/shall be the leader, and each party shall have the corresponding qualifications for the contracting content of the bidding project undertaken by it; If the professional units undertaking the same contracting content form a consortium, the qualification level shall be determined according to the unit with lower qualification level;

Requirements for the Tenderer's "similar project performance": 0; "Performance of similar projects" refers to those completed within 5 years (including the date when the bidding announcement is issued by the legal media) prior to the date when the bidding announcement is issued by the legal media and passed the completion acceptance.
